Alleyway needs clearing of refuse, attracts rats

We have to put our bin bags in the alleyway behind our house as there’s no wheelie bins for some reason. This attracts rats, especially due to delays in refuse collections recently and they’re now encroaching into houses and gardens on the street which is a public health issue. We need the council to clean the alleyway fully and provide adequate refuse facilities to discourage rats.
