Persistent abuse of vehicle access & parking all day

This vehicle originally parked on a regular basis in a residential layby in Millstream Close near to footpath access to Barlows Lane. This was last year and the Driver was politely informed the close was subject to restricted access as signed at its entrance.
The Driver seemed to accept he was acting in contravention to the access restrictions and did not return but is now seen parking on a regular basis in the close very near its junction with Barlows Lane but still in contravention of the restricted access to motor vehicle signs. This has been ongoing for several months but as I don't use the entrance everyday or affect me directly I can't be specific about regularity but I strongly suspect it's very often & the driver has no residential or visiting purpose in the close as he moved on from parking in his original spot last year when notified.
The driver leaves the car (black Nissan X Trail ) for long periods of time and seen walking in direction of town so strong suspicion he is using the Close to avoid parking charges just as many were using the free parking provided for Rooksbury Mill nature reserve at bottom of Barlows Land until TVBC intervened.
Millstream Close can get very busy with residents parking especially as people return home in the evening when the vehicle is often still parked in contravention of the highway's rules & adding to the congestion & inconvenience for residents.
