Two very noisy uneven linear bumps in road

These two linear bumps going horizontally across the road, presumably where something has been filled in, generate a very loud bang whenever a bus, truck, lorry etc drives over them, waking me up many times throughout the night. It is infuriating, but as it's not technically a pot hole, I'm not sure what can be done.
