Very overgrown hedge almost completely blocking pavement

This hedge has been continuing to grow untrimmed for years and it is now almost completely blocking the pavement. There is no way for those with prams or wheel chairs to get past, it is now becoming difficult for a person to get past. As far as I can tell this is the hedge outside number 37 on Waxes close.
