Mead Lane - another exit point?

Hi
I, amoungst several other drivers who sit along Mead Lane in Hertford are fed up with taking upto an hour to get from one end of Mead Lane to the other. I have left at various times usually between 5pm - 6pm and tonight (4/1/10) it took me 46 minutes to travel less than a mile, to Hertford East Station. There was no hold up and minimal traffic along Ware Road, it's just the additional volume of traffic from new companies opening up and all the additional flats that have been built. My question is, are there any plans for the future to have another exit point from Mead Lane as every vehilce has to exit the same way? With more flats and industrial being built, surely this has to be considered before planning permission is granted?

Is there any update on this? Took exactly 1 hour to get from Merchant Drive to Hertford East Train Station on Weds 7/5/14. It is now 4 years later and more flats have been built, and more have been given approval in Marshgate Drive and Planning has been applied for where Speedyhire was next to the railway. Something has to be done with Mead Lane otherwise the traffic situation will only get worse with an additional 200 vehicles comining in and out the road per day!
