Dozens of cigarette butts outside 8 Corneville Road

I walk along Corneville Road with my children every day, and there are dozens of cigarette butts in the road, gutter and drain cover (so I guess also the drain) outside number 8.

Not sure how they get there and never seen anyone smoking anywhere nearby, but it is unsightly and possibly dangerous if they are blocking the drain and drain cover.
