Illegal advert on a post in verge

Sent to East Hertfordshire District Council and Hertfordshire County Council 5 minutes later. FixMyStreet ref: 859034.

An illegal/ unauthorised advert has been place in the grass verge recently. It advertises "fish" !! Surely the public need permission to place ads on the roadside?

Difficulty in getting the fact that this is an unauthorised sign recognised! What would happen if any other member of the public also placed an advert on the roadside??

It seems impossible to get the authorities to make on simple phone call to inform the offender of their requirement to remove it & NOT place illegal ads on the public highway. WHY WHY is this taking SO long to get sorted out?
