Neighbour uses the road as his driveway this needs to have double yellow lines so he parks his cars on his driveway

Blocking of access to my own driveway. This road and the rest of Congreve approach should have double yellow lines as the straits aren’t wide enough for two cars when one is parked. The is road is the access to my property which I was unable to get too as the cars were parked so badly that my SUV couldn’t get past. This is happening all the time and it needs sorting asap.
