Green van, with bald tire

Tennant was evicted, because he breached his tenancy agreement, by neglecting his property and assaulted a member of staff, he now has a green van witch he claimed to be living in, he is blind and not able to drive, the van has not been moved and some times I could smell cannabis coming from the van, I am worried that his hygiene and lack of cleaning will eventually make a smell coming from the van, as there was a rely foul smell coming from the house when he lived there and if the van stay where it is then it will end up the same way , as he doesn't live in the street anymore, I am reporting this. It is in the car park attached to the back of Goodrich close, the entrance to the car park on bridlington ave.
