Annoying vehicle parked outside my home

There’s been a vehicle coming and going from an address on my street. He visits frequently due to his partner residing on the street. He is ALWAYS parking in my spot directly outside my house. I have spoken with him nicely to where he has ignored me and repeatedly parked there. I today installed cones to prevent it from happening however he has been seen removing the cones and parking his vehicle there. His vehicle is SO59 GGY. The address he stays at they have 2+ vehicles parked outside the address and regularly have a number of vehicles attending (drug use). I have not disclosed to them that I work for the emergency services so having easy access to my vehicle is essential for my duties. The area is a street with a large grassed roundabout. It’s getting ridiculous now and I really would appreciate some help with this.
