Road still flooding when it rains

Road outside numbers 1 & 2 Freeman Road floods to above pavement level when it rains. Wagon came round late at night (11.30pm) about 10 days ago & appeared to clean the gullies (one each side of the road). They don’t look blocked from above since this when it’s not raining but there is obviously a bigger issue with whatever they are connected to as rainwater doesn’t flow away through them when it does rain, it builds up across full width of road, above path level into verge & driveways.
