Cars always parking in no parking area, fine needs to be issued to prevent this or having cameras

Had this issue of cars parking in the no parking on the side of the White Horse Inn. This has been happening for 2 years. There is a car park on the other side that is why the sign and the yellow marks are there. Had difficultly coming out today because of an car parked in this area and ended up scratching my own car when leaving the car park.
