Unapproved driveways without dropped kerbs

Houses in the area are beginning to build driveways which take the full width of the house allowing no cars to park on the road. These driveways do not have dropped kerbs and so are clearly not approved by the local council. Residents of these houses continue to demand that these unapproved driveways are kept clear even though they have caused a ridiculous competition for parking for the rest of the residents in the area. This issue has been going on for months and has recently turned into arguments on the road and has started to show signs of aggression by these residents. Last night, my car was parked in a perfectly legal raised kerb which causes no disruption to any other road users or residents but found the car in the morning to have been meddled with by displacing its vipers. I firmly see this as a threat from the other residents in the area after the recent build ups in heat between the residents and believe it will only continue to rise if not dealt with. This issue must be investigated or else tensions will only increase in the neighbourhood and can lead to much more severe damage being caused.
