Cars blocking pedestrian crossing

Cars constantly blocking pedestrian crossing, that was installed by council a few years ago. Its purpose is to allow a safer crossing point for especially disabled and children in prams. Prior to this crossing I witnessed two incidents where disabled persons were flipped out of their chairs trying to cross this junction due to no safety crossings. Please action a solution such as yellow lines. Also this is a council installed pedestrian crossing, so its for the council to ensure it can be used safely and correctly ( not a ramp for parking cars)
