Car has no tax or MOT

This car is in really good condition, it hasn’t moved for over 4 months. No Tax or MoT no one seen by the car. Tried reporting to 101 to see if stolen but web site kept referring me back to the council. I Even tried calling them, no luck. The car is parked opposite the rank of garages.
