Pedestrians obstructing our driveway

This morning two pedestrians stood on the dropped curb outside our driveway whilst waiting for a bus and refused to move when my wife tried to exit our driveway. My wife politely asked them to move so she would not hit them but they refused. In order that this does not happen again please can you provide some paving adjacent to the bus stop sign so people waiting for the bus dont stand in front of our driveway.
