Vehicle keeps driving over footpath and parking on public grass land

Vehicle drives through parking bays to the side of 35 Trussell Road and up and over the public footpath to park on the grass area. Resident has requested a bollard be put in to prevent this from happening as all residents in the street are vulnerable due to age or disability so they are being put at risk.
