Disrespecting grass verges

This is a semi rural area with only a few homes on the street. Numerous cars are using this road as a cut through to Tarn Lane, exceeding the speed limit and driving up on the grass verges, damaging the as oppose to using passing points. Can we make this an access only road? They’re is going to be a serious accident here likely with someone walking as it’s a popular place for walkers and dog walkers especially with the clamping on Brandon Crescent.
