Clogged storm drain

The storm drain corresponding to residential property "Pinewood" at the start of Saxlingham Road regularly fills with mud, leaves and silt, especially following heavy rain; which then leads to blockage of the main soak-away drain. This leads to flooding (depth = 12 inches). Please could this drain be unblocked before the next heavy rain in order to avoid significant flooding of the road?
