Inspection cover in pavement rusted through

The rusted inspection cover has been present for several years. It had been covered for safety with a yellow ground protector. About a month ago this cover disappeared and again the rusting cover is exposed. I believe it could easily collapse. It is on the North side of Horspath Road, outside no 83, near the zebra crossing
