Dumped washing machine

Hello,
I am re-reporting the dumped washing machine on the pavement on Cranberry Walk (please see attached photos).
When I previously reported this, I was advised that the road is unadopted. However, regardless of road adoption status, the item is partially blocking a public footway, which is a highway in law.
Under Section 137 of the Highways Act 1980, it is an offence to obstruct the free passage along a highway, and this includes pavements and footways. The obstruction also presents a safety risk to pedestrians, including children, wheelchair users and prams.
Whether the carriageway is adopted does not remove the council’s duty or powers to address obstructions on a public right-of-way or footway.
Please can you confirm that this will now be treated as an obstruction of the public highway and arranged for removal. If this falls under a specific team (e.g., Highways, Public Rights of Way, or Waste Enforcement), please forward it accordingly.
