Southern waters drain always floods

I have contacted Southern Water directly several times in relation to this rainwater drain that floods every time it rains, resulting in the lane of the roundabout completely flooding, they're not interested and will not take responsibility for it.

After 3 years of this drain blocked and flooding the roundabout I don't believe anything will get done. Southern waters excuse is if it takes more less 8 hours to subside after raining then there is nothing to do.
