Loose kerb on parking bay very high

This kerb is not fixed into the ground, and can be moved by gently pushing on it with a foot. It sticks up out of the floor to the height of my foot (a few inches) . Making it a significant trip hazard, and unsafe to drive over/use that parking bay.
