Abandoned road closure sign

Sent to Gloucestershire County Council less than a minute later. FixMyStreet ref: 8517736.

According to the signage the Poole Rd is shut outside the Royal Mail sorting office. This sign was left when the road was shut due to the incident underneath the railway bridge last week.

Why are contractors allowed to leave signs out? Where's the responsibility?
