Path is covered in mud and leaves and becomes dangerous when wet and frozen

Large parts of the length of path that runs alongside fulbrook school (from orchard avenue to selsdon road and then from selsdon road down to the canal) is covered in mud and leaves, and old mud is banked up the side so rain water has nowhere to drain and forms large muddy puddles. This will become treacherous and even impassable when it freezes.
I'd suggest this path needs to be properly cleared of mud and debris ideally before the freezing weather sets in.
As an aside we've used this path every day for years and i haven't noticed this path have any maintenance other than leaves being cut last year but the debris was left on the path to rot so the surface is in pretty bad shape too.
