Light sensor is not detecting vehicles problem

I am writing to raise concerns about the temporary three-way traffic light system that has been installed in Coopers Edge for the upcoming zebra crossing works. According to the signage, these works will be in place from today until 23rd December.
While I fully agree that a zebra crossing is needed and will improve safety, the current traffic management setup is causing major disruption. The three-way lights have created significant delays and are making it extremely difficult for residents to leave the estate, especially during peak times.
Given the scale of the disruption, I would like to ask whether the council can review the timing of the works. Completing the majority of the work during the night, or restricting the lights to off-peak hours such as 9:30am–3:00pm, would greatly reduce the impact on residents. Having the lights in operation during school hours is causing unnecessary congestion and frustration for those who need to commute, attend appointments, or carry out day-to-day activities.
With the works scheduled to run right up to 23rd December, this will undoubtedly affect families in the lead-up to Christmas. Many residents may simply avoid going out due to the severe traffic, which is incredibly disappointing at what should be a joyful and busy time of year.
I kindly request that the council urgently reassesses the traffic management plan to minimise disruption while still ensuring the crossing can be safely completed.
