Fly Tipped Garden Waste

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 8497732.

I previously reported this and was told the council cannot clear this up but not told why. It is on Council Owned Property (Westbury Court Flats) and it next to a sign the council put up that says no fly tipping!
