Parked van in situ 4 weeks

This van completely blocks visibility for vehicles leaving the car park for two large buildings containing approximately 24 flats. This exit is in daily use by residents and an accident is very likely as there is no visibility of oncoming vehicles on the left. One building is for over sixties and is visited daily by carers. The street requires a resident parking permit 9-5 and this huge van is clearly for business not personal use but hasn’t moved.
