Water coming up through the ground via a lamp post

This water has been coming up from the ground via a lamp post. Then flows across the pavement to the grass verge, making it very dangerous in winter with wet leaves,, and when the water turns to black ice. I fell last on the same patch 8th January 2025, reported it and still nothing done nearly a year later. When I fell I was taken to hospital with a fractured tibia and still suffering. I would hate this to happen to another person. This has been going on for many many years.
