2 Skips - Not confirming to Chapter 8 Traffic Management

2 skips placed on the road and which do not conform to Chapter 8 Traffic Management requirements
The skips were reports on 24 Nov and so been there for about 3 weeks. Dimly lit on the road side and not visible. Does not conform with Chapter 8 since:- Opposite a junction (Read Road)
During the hours of darkness the owner shall provide, maintain and light four yellow lamps, fixed securely to the skip(s), one to each corner. - DOES NOT
Provide and maintain at least 3 No. traffic cones placed on the carriageway in an oblique line on the approach side of the skip. - DOES NOT
Having No Waiting cones is not Traffic Cones and unlikely to have a traffic Management order for the place on the highway and not enforceable

Photos seen in daylight with skips which located opposite Read Road. It has been reported a number of vehicles have hit the skips losing wing mirrors. The local shop keepers have been told they will be there until February with NO PERMIT. There is a substantial amount of debris which could be cause punctures to vehicle tyres
