Neighbour is putting rubbish and stuff in my council property garden and in my downstairs neighbour's shed

Neighbour has put a boat and other stuff in my council property garden and I have asked him to remove it and he won't he has also put stuff in my other neighbours garden and she has asked him to get rid of it but he hasn't! This has been going on for over 4 weeks
