Van with expired MOT parked on road for over 2 years in same place. Already parts have been stolen

This vehicle has not moved for over 2 years, has no MOT (and if it ever does it will be fraudulent as has not moved). Ladder on roof seems to have been stolen recently and is at severe risk of further theft or damage. Van is also blocking light and access to nearby housing, and preventing road, pavement and property works. We have photo evidence that vehicle has not moved and also it is almost certainly unsafe to be driven in its condition, having not been driven for so long. Please remove this vehicle.
