Park in narrow road opposite parked cars

There are cars and vans that park continuously on the left side as you turn into the road, none of which are residents in the road. They are parked on the footpath blocking the complete footpath making it literally impossible for pedestrians to walk safely due to having to walk into the road There are some double yellow lines but not continuous there are also cars parked on the opposite side who park all four wheels on the road. None of the vehicles parked either side are residents within Birchley rise. This has been continuous for at least a period of at least 6/7 weeks but is becoming worse as more drivers feel that it’s ok to park there.
