The drain is blocked problem

I have noticed that there is often a large puddle across the road on Upton Hill, about 100 yards from the boundary sign for Upton St Leonards. There seems to be a blocked waterway which gets deeper with rain; despite all the forecasts today (14/11/25) we have had less than 2 inches of rain and the flood is not too bad, but drivers may be unaware that it is not a shallow puddle; without slowing down drivers could easily lose control of the car. Is it possible to put a flood sign SLOW either side? Or better still, to find the source of the water on the road?
