ETM skip blocking pavement

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 8452263.

An ETM skip has been placed half on the dropped pavement, half on the road. Not following Builders Skips (Marking) regulations 1984 (SI 1984/1933)
