Sheet of ice on pavement and entry to car wash on bridge street Runcorn near old baths.

The waste water from this car wash on bridge street Runcorn is being allowed to run down the sloping exit onto the road and pavement. This morning it was a sheet of ice and I was forced to wait for the traffic to clear and walk on the road. The drainage channels in the car wash are broken, blocked and not collecting the runoff. This shouldn't be permitted even without the ice forming. All runoff should surely be diverted to the drains BEFORE it gets on the road. Can they be made to stop this by Halton Borough Council?
