Solar Light - St James' Close Quedgeley

Good afternoon
Please can investigations be made in to the non working solar light located on the grass verge that runs adjacent to the pathway/alleyway between St James' Close, Quedgeley and Tesco. The light is relatively new and was only installed approximately 2 months ago. I'm not sure who is responsible for this.
I have highlighted the location of the light with a red dot on the map attached.
