Pathway regularly flooded

Sent to Oxfordshire County Council and South Oxfordshire District Council less than a minute later. FixMyStreet ref: 8444018.
For many years the pathway dips and floods at this point , causing people to walk around the tree in the grass which is slippy and a fall risk. Can the path be levelled at this point to stop it happening ?
