Old permit parking bay still being used

An old parking bay is still being used.
The bay did have the original white road markings painted over in black but this black paint is now wearing off and vehicles are starting to use the bay again.
The bay was originally removed due to a redesign of Zone15. Because vehicles are parking in this old bay again it is causing an obstruction to nearby residents when leaving their driveways. It is also causing a dangerous chicane / bottleneck on All Saints Road.
