Drain on Chantry Road outside Studio 74

The gully has been cleared. The leaves have been moved and piled up over the drain with all the mud and other rubbish blocking the drain. This is a deliberate act. Why? There is a complete failure of the street cleaning contractor or staff to provide an adequate and competent service. When they have cleaned the gully, they have deliberately unwontedly blocked the drain.
