Misding "No Entry" lettering

Hebron Road is a one-way road. Yet again a car has just gone down the road the wrong way. Previous reports have been made but whomever makes the decisions thinks this not to be important. Any improvement would wait until other works are planned. This is despite the fact that white-lining has been done in the area fairly recently; certainly after my early reports. I would like to know why it is considered so difficult to rectify. Who will be held responsible for the inadequate signage if something happens: the driver or the council? The trail of my reports will prove this is a neglected ongoing issue.
