Exposed barbed wire close to path

There's a large piece of barbed wire, approx 20cms, sticking out of the grass area by the path. It's incrediblly dangerous for children and dogs, and anyone walking past. I've wrapped a pink rag around it so it's less sharp and visible but it needs to be removed.
