Unable to walk on footpath due to vehicles blocking it. This is constant

The occupants and visitors constantly park on double yellow lines causing congestion at this location as vehicles are unable to pass and repass unhindered. Not only this they then block the pavement completely preventing pedestrian foot traffic to pass forcing them into the road on a busy wet and miserable day with poor visibility. This needs to be tackled as the occupants and visitors flaunt traffic regulations.
