Reoccurring big puddle blocking zebra crossing after rain

Sent to Fareham Borough Council less than a minute later. FixMyStreet ref: 8415004.

There is a zebra crossing in Stubbington Village and each time it rains the water doesn't drain away and a large ankle deep puddle forms right on the safe crossing point near the Lulu and Fruit Basket shops. This means you have to either get wet if you have a wheelchair, or you have to cross away from the safe crossing where there isn't a dipped curb. I'm blind so I don't see the water, and the leaves that collect there clog the rollerball on my white cane stopping it's use in detecting obstacles. It could be the leaves are stopping the drainage and need more regular removal, or the drainage needs sorting. Either way, this has been a problem for a long time. Years.
