Crossing point inaccessible after rain

Between the car park and bus stop in Stubbington Village is a crossing point leading to the Red Lion side of the road. Each time it rains, the water doesn't drain away on the bus stop side, and a big puddle forms, making it unusable for wheelchairs, pushchairs without getting wet. I'm blind and so I end up getting wet as I find the bumps that mark the safe crossing point, but can't see the water. Leaves also collect in the water which clog the rollerball on my cane, preventing it from working. This may have been happening for longer than the year I've been using it.
