Blocked drain contributing to water leak down the hill

At this time of year there is usually water running from the drain cover under the hedge on Denton Hill. It was reported repeatedly on this site last year (November 2024 onwards), but not fixed. When it gets to freezing temperatures later in the winter it becomes treacherous and may lead to accidents. It has been checked by Thames Water (who said not their issue), a drainage cleaning company and now a drainage specialist. All say it is a highways issue and is due to the blocked drain caused by debris backing up the pipes further uphill, which need to be cleared to allow water to run freely through the drainage system. Would it be possible to look at this while through traffic is already reduced due to Denton Lane being closed while Thames Water carry out works, and before we reach winter and the temperatures really drop? Thank you
