Blocking our driveway

Resident of Number 38 Deepdale, Leicester LE5 4LS is blocking our driveway from both sides. We have already spoken to him with respect that he should move his cars, from both sides of our driveway because his cars are blocking our driveway. When I spoke to him, he said the council have told him that he can park anywhere, which I don't believe. This is of blocking our driveway has been for more than 3 years but we never complained before because we only had 2 cars until now and now we have 3 cars. Both my neighbours number 32 and 36 Deepdale have an issue with the resident of 38.
