Cock stop cover off and poss water leak

Sent to Oxfordshire County Council less than a minute later. FixMyStreet ref: 8399421.

The stop cock cover is off and looks like the water meter is above the pavement, possible water leak!! outside number 12/13 Cherry Tree Close in Southmoor OX13 it's quite dangerous and someone could easily trip over it and receive a nasty injury.
