Pot hole and poor street lighting

Hello I am an Adult social worker for Gloucestershire County Council. I am aware that the issues I'm reporting have already been reported (ref: 8334507) however it appears the case was closed without action being taken. Could I please ask for an explanation in writing about whether the pot holes and the poor street lighting provision at the top of Belmont Road (alongside Robert Harvey / Bendall house) will be dealt with by the council?
The map indicates that this road is not public? If that is the case could you clarify who is responsible for filling the pot holes and improving the street lighting?
Many of the people living in Belmont house and Watson House have physical and visual impairments and there is a concern that the pot holes are increasing risk of injury, especially as the street lighting is not bright enough to highlight them to the visually impaired.
