Heavy rain not draining fast enough

In the last two months, during heavy rain, I have been completely drenched by traffic passing through excessive puddles. It is a 'dual' carriageway street but does not have the same drainage as a real dual carriageway. It is unacceptable on a residential street for this amount of water with cars travelling at 30mph through this much water.

This is the communal area outside the bungalows at Cyntwell Crescent. There are all elderly neighbours living here and this area is being neglected. There is a gulley nearby and the residents are having difficulties getting through due to brambles blocking the exit. When you walk past this gulley you are constantly being hit by these brambles which is a constant issue as this is one of several areas in Caerau Cardiff that is not being maintained as it should be. Surely these overgrown brambles should be cut back as there are also major issues in the area where rats and pests are constantly getting into neighbours properties. Where is the senior management to get these appalling and dirty areas sorted out. This has been the same issue for many years and its about time this area was fully maintained instead of just being left and a dumping ground for litter to build up.
